There are Navy, Army, and Air Force Research and Development laboratories located across the United States.  They contain many facilities available for commercial use, and can provide testing grounds for offensive and defensive weapon systems, evaluating and developing technologies, performing state-of-the-art-modeling, and access to simulation and training technologies.
